David was both interesting and extremely boring at times. But his paperwork was unfreakin-believable. No shit, no-one has matched his expertise in document forgery. It's a good possibility that he actually worked for the state and appropriated whatever docs necessary to complete the scam, unlike Maris who was illiterate and stupid. David was extremely impatient and, as you can see, I took the opportunity to dump him and then let him have it. Even though I did not take much interest in him, I actually started taking an interest in finding things out about Nigeria to make things a little more fun, but he didn't respond to my musings.

designations/positions this recently set up panel and we have successfully identified several inflated contract funds, which are presently floating in coded terms and accounts at the Central Bank of Nigeria.
We desire to release and use for the purpose stated above a particular
contract entitlement from the very several, but due to our position as civil servants and members of this body, we cannot acquire this fund in our names and without a much needed foreign
assistance. My colleagues have therefore delegated me as a matter of trust to source for an
overseas partner into whose account the sum of US$31,000,000.00 (Thirty-one Million
United States Dollars), being the contract entitlement of this particular contract will be
transferred into, hence this written request.
Upon the success of this transaction, which is after the receipt of the fund
into your account and the use of the funds for the purchase of the desired goods, we
propose a sharing ratio as thus:
1. 70% for us (the officials)
2. 20% for the foreign partner (you)
3. 10% for the reconciliation of all expenses, including taxation and all
foreign costs incurred by you during the course of the transaction and also for
reconciliation of all local expenses incurred by all parties involved on the home front during the course of this transaction.

I must say, I know the friction between the northern and southern regions within a country. I believe are situations are reversed, however. I am originally from the north, and that is where civilization is. We call the southerners 'rednecks' around here. A bunch of no-good, unemployed moulies. The only reason my facility is in Florida is the access to plenty of research subjects.

Unfortunately, my real fax machine, digital camera, company server, and PBX phone system have been ruined here. I have had an estimate of 73,500.00, quoted by one restoration service. As soon as the exchange control approval is given, the fund is as good as in your bank account for us all because the approval makes your claim unchangeable by any authority whatsoever, because it confirms that your company has been recognized as the bona fide beneficiary of the US$31,000,000.00 as a contract payment. You can therefore appreciate why the number is very important to our successful completion of the project with due recourse to our peace of mind after the transfer.
The allocation of the exchange control approval order number to a contractor marks the finalization of fund release process. What would be left is for the contract beneficiary (you) go to the approved foreign Payment panel in either the United Kingdom or the Netherlands as the FMF will notify you on approval of your funds, the payment panel in charge of your contract entitlements or you can visit the international remittance office of the FMF to conduct the signing of the necessary fund release documents. We gather that there is also an option for the use of the services of an approved and accredited attorney of the FMF for the purpose of the endorsement/signing of your international remittance documents here in Nigeria should you not be able to come to Nigeria personally or schedule a trip to the relevant foreign payment panels in Europe.
We shall now proceed to the final stages of the provision of the solid documentary foundation to buttress your claims as we seek to register your company as a registered corporation with the Corporate Affairs Commission here in Nigeria and also as a category "A" contractor with the Nigerian National Petroleum Corporation (NNPC), this registrations has to be backdated a couple of years and a tax clearance certificate has to be obtained. We also have to settle for the insurance guarantee bond certificate; these are some of the documentary foundations necessary to support your claim as the bona fide beneficiary of the fund. Two points are worthy of note at this point, first, you might be require to come up with some charges at the designated foreign payment panel in Europe and the in the employment of an attorney, the attorney might need to be paid for his/her services as regards the endorsement prior to the endorsement and I will like to call your attention to this possible circumstance as we might not be able to handle this from this end not to mention the fact that the endorsement is as part of your basic responsibility in this transaction. Secondly, the Federal Ministry of Finance needs to be informed of your need of an attorney for the mandatory endorsement procedure, in this vein you are advised to write to the FMF, requesting for a registered, accredited and approved attorney to represent your interest in this regard. You are to retype the attaching letter on your letterhead, duly signed and have it faxed to me for onward submission to the FMF on your behalf. This is only in case you will not be able to come to Nigeria personally and you will not be able to go to Europe for the endorsement. These three options are always thrown open to beneficiaries to choose from. Please adhere strictly to the following guide in writing the letter: See attachment.
Now that the file is undergoing the necessary process of officialization and reconciliation, we will busy ourselves with the process of negotiating for an International Insurance/Guarantee Bond, which we are informed by our contacts that we need to back the funds. According to our source at the Ministry, this requirement of having the funds backed up by a prior securance of an International Insurance/Guarantee Bond emanated from the government's attitude towards funds in excess of US$88,000.00 coming into your country. This will assure your government that the funds are not from drug related funding, terrorist funding e.t.c.
Presently, we were informed by our contact that this existing requirement does not allow contract payments to be made without evidence of payment of Insurance bond to be accompanied by the certificate. This implies that, after signing/endorsement for the release of the funds to your account, the contract sum beneficiary has to show that he/she
has paid the premium to an accredited insurance firm. We are putting everything in respect of the bond in place, as we want to perfect all modalities in this transaction.
We have therefore started to make arrangement to perfect the securance of this bond with the National Insurance Corporation of Nigeria (Nicon) being one of the accredited insurance companies certified by the government to issue such policy. We have been informed that 1% of the total sum is expected to be paid as premium for the coverage. We do not have this kind of money, being civil servants who suffer seriously from viability syndrome as obtainable in civil service the world over. However, we are making arrangements by consulting the top officials of the insurance company who can assist us in securing the bond by means of an under the table arrangement at a less than official rate. Our chairman has been most helpful in this regards. The Insurance bond is our problem, let us not bother you with that. We know that as a partner, you would ordinarily want to assist us settle this issue, especially on the financial end knowing that we all stand to benefit immensely from the project. But do not worry; we can manage, as we believe that in the middle of every difficulty lies an opportunity. We are confident that we will settle this in a couple of days.
As soon as the contract sum is approved for release, the F.M.F will issue a notification to you as the beneficiary. Our contact will try and intercept the notification so we can send it to you ourselves. But if our contact fails, there is a likelihood that you will be contacted by the F.M.F directly either by phone or by fax correspondence as stipulated in your application anytime from now to inform you either of the approval of the fund release, of the allocation of the exchange control approval, or to remind you of the necessity of the international insurance bond and for the purpose of signing for the release of the funds. In any of the above cases or in case of any contact whatsoever from any government parastatal here in Nigeria, you must get in touch with me immediately.
I must seize this opportunity to bring to your knowledge, the fact the Federal Ministry of Finance has knowledge that deals like the government officials of our country in connivance with foreigners occasionally carry ours out. You seem to have a burr in your ass. I am working on our success day and night, reviewing documentation and trying to work with abysmal conditions from tornados and subsequent damages. I cannot make the fuckin phone company move any faster. Your desperation in prodding me to submit all kinds of information to a group of people I have not met nor had any other business dealings really made me wonder if there is an ulterior motive to your actions. I have heard of these scoundrels called 419'ers from your country and have wondered, recently, if I am involved with such a group. Your pure avoidance and ignoring of my request for a picture of you with my name scratched on some cardboard has thrown up some serious red flags. Is this a difficult request?
